First Vice President of the Councils of State and Ministers Miguel Díaz-Canel Bermúdez is leading a Cuban delegation to the 3rd Congress of the United Socialist Party of Venezuela (PSUV) and the events being held in Caracas to commemorate the 60th anniversary of Hugo Chavez’s birth, July 28.
