The Community of Latin American and Caribbean States (CELAC) has received with concern, the decision by the U.S. State Department to once again include Cuba on its list of state sponsors of international terrorism, despite rejection of the measure by the international community and U.S. citizens.

CELAC highlights paragraph 41 of the Havana Declaration, as well a, the Special Declaration of Support for the Struggle Against Terrorism in All Forms and Manifestations, both approved by Latin American and Caribbean Heads of State and Governments at the 2nd CELAC Summit, held January 28-29, 2014.
CELAC reaffirms its total opposition to the creation of unilateral lists that accuse states of allegedly sponsoring and supporting terrorism, and insist that the U.S. government put an end to this practice.
