
One of the immediate objectives of the Cuban trade union movement is the strengthening of efforts in support of socialist state enterprises, constituting the main form of management within the Cuban economy.
Thus was expressed by the Party Political Bureau member and Secretary General of the Cuban Workers' Federation (CTC), Ulises Guilarte de Nacimiento, speaking in Havana with trade unionists from different branches on the process of updating the island’s economic and social model.
One of the agreements reached during the meeting was to make greater use of the available legal instruments, such as Articles 14 and 18 of Law No. 116 of the Cuban Labor Code, which provide for the right of workers and their unions to participate in the elaboration, implementation and monitoring of development plans and to propose measures aimed at perfecting the management of enterprises.
In this way, workers can contribute to the historic process of the construction of socialism as outlined in the Conceptualization of the Cuban Economic and Social Model, presented during the 7th Congress of the Communist Party of Cuba, and currently subject to a nationwide democratic debate.
Participants agreed that actions aimed at strengthening the leading role of the labor movement in the transformations occurring in the country, as regards the composition of the labor market, labor relations and regulatory frameworks, remain a top priority.
The socialist state enterprise is not only the major management form of the national economy, but also the socio-economic system and forms the basis of the actual power of workers, coexisting with non-state forms of management, an aspect that was made clear by union leaders.
