To Chiefs of Strategic Regions, Presidents of Provincial Defense Councils, and
Chief of the National Civil Defense General Staff:
Hurricane Irma has strongly impacted electrical infrastructure in practically the entire country, which impedes the concentration of brigades of specialized linemen in a particular zone, as we did, for example, in the cases of Sandy and Matthew.
To reduce the time that electrical service is interrupted for the population and centers vital to the economy, I approved the creation of mixed brigades at the municipal level, where the task of clean-up, pruning, opening of trenches, and
hauling of posts is done with the means of transportation and personnel of each area, convoked by Municipal Defense Councils, with the purpose of allowing the Electric Union to devote its attention to specialized tasks.
The Electric Union is responsible for directing and supervising the execution of these tasks.
