Autonomy and strengthening of municipalities will be achieved when annual economic plans and budgets reflect the locale and its problems, stated Prime Minister Manuel Marrero Cruz, during a working visit to the municipality of Gibara, in Holguin.
"We are thinking of modifying the process of preparing municipal plans and their approval. We must make it a more democratic process, one that involves greater participation, that responds to the year’s priorities and that what is projected is focused on solving problems and promoting development."
He insisted that, when the plan and budget are approved by the Municipal Assembly, delegates are clear about their responsibility, about what will be done in their neighborhoods, aware that resources are limited and not sufficient to solve all the problems that have accumulated.
This means avoiding improvisation, he added, insisting on the necessity of eliminating other difficulties, among them, a considerable number of large municipalities with significant fiscal deficits, not generating enough revenue to cover their expenses.
For this reason, he stated, other actions must be taken, especially in terms of science and innovation, to increase revenues in these municipalities. "To the degree that more services are offered, to the degree that there are more sales, there will be more money to reinvest and solve more problems."
The Prime Minister, accompanied by First Deputy Prime Ministers Alejandro Gil and Jorge Luis Tapia, arrived in Gibara, a few hours before the celebration of the city’s 205th anniversary.
In addition to attending a session of the Municipal Assembly of People's Power, Marrero Cruz toured neighborhoods in the 19th district of the Gibara 2 People's Council, where he spoke with residents, and visited the La Loma pharmacy, as well as the Amanecer store, which were opened as a result of proposals from the population.
