Cuba is preparing a Citizenship Law and draft laws on Passports and Foreigners will be submitted for approval during the next legislature of Parliament, said Ernesto Soberon, general director of Consular Affairs and Attention to Cubans Residing Abroad (DACCRE inSpanish) of the Cuban Foreign Ministry in Montevideo.

Progress in these matters shows that Cuba is working to promote relations with its emigrants, Prensa Latina reported after the meeting with fellow Cuban residents held at the end of October at the Cuban diplomatic mission in Uruguay.

According to the DACCRE Director, measures are also being studied on issues of interest to emigrants, including the streamlining of procedures and their participation in socio-economic development, particularly at the national level.

The diplomat estimated that there are some 12,000 Cubans in the South American nation, and considered that there are unprecedented numbers of citizens of the island living abroad in an unprecedented number of countries.

He underscored the impact of the U.S. blockade on irregular emigration and the dangers it entails for those who are exposed to human trafficking and illegal smuggling of migrants.
