
Santiago de Cuba.— When one works well and with results, there is nothing more natural than what we know as "movement of cadres". That was the lesson lived in this city of heroism, this Thursday, where gratitude, admiration and depth in each analysis marked the closing of the cycle of a First Secretary in the province, and the beginning of the performance, for the first time there, of a woman in that position.
The Plenary Session of the Provincial Committee of the Party in Santiago de Cuba agreed, at the request of the Political Bureau, to release comrade José Ramón Monteagudo Ruiz from his responsibility as First Secretary of that Committee, and elected, to replace him, Beatriz Johnson Urrutia -member of the Central Committee of the Party and of the Council of State-, who held the responsibility of governor in the territory.
"I believe that Cuba wins here, and Santiago wins". In that brief expression, the First Secretary of the Central Committee of the Party, Miguel Díaz-Canel Bermúdez, condensed, in dialogue with the people of the heroic city, the spirit of what had happened, moments before, in the Plenary Session of the Provincial Committee of the Party.

Right in front of the provincial headquarters of the Party in the territory, the Head of State reflected with a group of people from Santiago de Cuba who were waiting for him in the street, about the election of a new First Secretary in the Provincial Committee of the Party in Santiago de Cuba. He alluded to the mark left by comrade Monteagudo, who had the not easy task of taking over from Lázaro Expósito, someone who left an excellent mark, and who had left a very high level in the ways of doing things.
Then he spoke about Beatriz Johnson, about the trajectory of this humble woman from Santiago de Cuba, who, he said, deserves so well the new responsibility.
In the Plenary Session of the Provincial Committee of the Party, it was gratifying the unanimous recognition of the militancy that raised its voice to talk about everything done by comrade Monteagudo. They spoke of his teaching, of his style of work that knows neither pauses nor surrender, of his link with the people and his love for the patriotic history, of his belonging to the side of the impatient -like Fidel-, and of his optimism.
Other ideas were shared, among them, how something as urgent as boosting food production was a task to which the outgoing First Secretary, who is now rejoining the Secretariat of the Central Committee of the Party, devoted himself with all his passion and with results.
"You can always do more", has been the philosophy of José Ramón Monteagudo Ruiz, and that is the same school of Beatriz Johnson, a 54-year-old chemical engineer, who has developed her working and government life in the province of Santiago de Cuba. It was comforting to listen to her as she recalled the support of her family, her grandmother's songs and the lessons she has learned throughout her life.
At the plenary session, led by President Diaz-Canel and by the member of the Political Bureau and Secretary of Organization of the Central Committee, Roberto Morales Ojeda, the members of the Provincial Committee, in expressing recognition and pride for both Monteagudo and Beatriz, showed that -as the Head of State said-, when working for the Revolution with integrity, the movements of cadres are "absolutely natural", they happen without any trauma, and without improvisation.
In his speech, Monteagudo emphasized "that Santiago de Cuba has known how to face the complex economic situation we are living, demonstrating the firmness, unity and support to its leaders that has always characterized this people of patriots".
He listed the multiple battles of the people of Santiago, and was emphatic: "Santiago and all the comrades can always count on my support". He also said that much work has been done in the territory, although there are still dissatisfactions of the population, but the most important thing is that they are diagnosed.
Beatriz, for her part, defined herself as a total fruit of the work of the Revolution, and made very explicit her commitment not to disappoint the Revolution, nor its leaders, nor the people, nor the ideas of Commander-in-Chief Fidel Castro Ruz.
Roberto Morales Ojeda expressed that the leadership of the Party is very pleased to note the coincidence in the assessments that have been made in all the instances of the political organization about Monteagudo; and he emphasized the full certainty that, in this new stage of party work in the province, the work can be taken to a higher level.
We believe that movements of this nature, he said, are what we aspire to develop from the other organizations of the country, and reminded that a cycle of visits throughout the archipelago is closing, to reflect, from the municipal level, about the priorities of the Party for this year.
In February, Morales Ojeda announced, the visits will also be to that cardinal space which is the municipality, but to places "where we have not been able to implement the concept of creative resistance", where the priorities outlined by the leadership of the country are not yet implemented in a general way.
The militancy is immersed, he said, in the analysis of the speeches delivered by Army General Raúl Castro Ruz and President Díaz-Canel, on the occasion of the 65th anniversary of the triumph of the Cuban Revolution. These are, he said, programmatic texts of high value for the current times, and the important thing is that each militant considers what he/she can do for Cuba to move forward.
As in previous meetings held throughout the country, President Díaz-Canel spoke about the current work priorities for 2024: he explained in detail what it means to strengthen the unity of the people around the Party; to improve the ideological work; to politically secure the measures recently approved by the National Assembly of People's Power, and the confrontation of deviations and negative trends that are currently being experienced in Cuban society.
Regarding the latter, the Head of State affirmed that we cannot wait for the economy to improve before considering an improvement in behavior. He then recalled evils such as indiscipline, corruption, problems in formal education, increasing levels of marginality, growing inequalities, immobility in administrative structures, inadequate relations between the state and non-state sectors, lack of efficiency in processes... These are challenges that must be faced, he said.
GOOD PREVIEW
Before the Plenary, Díaz-Canel, Morales Ojeda and other leaders visited places in the city of Santiago de Cuba, where there are experiences that deserve praise.
The first point was the Provincial Maternal and Nutritional Home (Materno Este), which receives patients from all over the province, who are pregnant women at high obstetric risk.
Very valuable -and administratively subordinate to the Home- is the Provincial Genetics Center. Its Director of Teaching, Melek Dager Salomón, explained that in six months the institution has attended approximately 3,000 patients, with a positive influence on the province's health indicators. She reported that the year 2023 closed in the province "with a mortality rate for congenital malformations of 0.5, while the national rate was 0.7".
The next place was the Provincial Sports Medicine Center, which has multiple services available; among them, the Pain Care Clinic, inaugurated in 2022, and which serves athletes, their families, and also community residents.
In congratulating its workers, the Head of State expressed his "enormous admiration and respect for what they contribute".
