The prevention and confrontation of corruption, crime, illegalities and social indiscipline constitute a strategic priority for the leadership of the Party, the State, the Government and the mass and social organizations; at the same time, their manifestations challenge us all and must be fought in the most dissimilar trenches.
The borderless tentacles of international organized crime and its multiple faces, with infinite channels of penetration and multiplication, threaten the world and have an impact on all countries. Likewise, the world economic crisis, intensified in the case of Cuba by a blockade without limits or scruples, encourages criminal conduct and violent behavior. The United States government and extremist sectors of the counterrevolution stimulate and manipulate these acts in their media offensive to propagate a scenario of insecurity, which they try to capitalize on in favor of their destabilizing purposes.
Last January 1st, Army General Raúl Castro Ruz, leader of the Revolution, expressed in Santiago de Cuba: "The unity formed by the Party, the Government, the mass organizations and all our people, and as part of this the combatants of the Revolutionary Armed Forces and the Ministry of the Interior, is the shield against which will crash, once again, all the subversive plans of the enemy, which include from the systematic use of lies to terrorism".
It is precisely with unity, cohesion and revolutionary firmness that we can confront and defeat corruption, crime, illegalities and social indiscipline, which threaten the social welfare and sacred conquests of the Cuban people: security, order and tranquility.
The permanent actions of the Ministry of the Interior, of the organs of justice, in close liaison with the people, have made it possible in recent years to discover, prevent and confront multiple and complicated criminal typologies and tendencies. This has been possible with greater rigor in the legal, penal and penitentiary treatment, especially in cases of those charged, accused or punished for crimes of high social harm.
Priority is given to the detection and neutralization of crime and its acts, mainly violent; the location and capture of circulating individuals; the identification of persons and the review of vehicles at checkpoints of the National Revolutionary Police are reinforced. Through operational and police actions, different processes of the economic and social life of the country are ensured, among them, the transportation, storage and distribution of food.
At the same time, emphasis is placed on measures aimed at increasing the security and protection of commercial and social centers, warehouses, schools, children's circles and other places where products for the population are stored. Likewise, cooperation is strengthened in the interest of transforming causes and negative conditions in the most affected communities and areas.
Despite these enormous efforts, the situation of crime, corruption, illegalities and social indiscipline remains complex, marked by the adverse socioeconomic scenario. In this context, we note the presence of a sector of the population, including young people, who see crime and illegality as an easy and quick way to make a profit.
During the Second Ordinary Period of Sessions of the National Assembly of People's Power, in its 10th Legislature, when the people were informed of the Government's projections to correct distortions and re-drive the economy during 2024, it was ratified that the fight against corruption, crime, illegalities and social indiscipline is not only a problem of the Ministry of the Interior, nor only of the Police. This is a problem of all, of the Government and the business systems, because many of the stolen products come from a factory, a warehouse, a company, and are the same ones that are later resold to the population by unscrupulous people.
In view of the dimension of these challenges, it is necessary to consolidate the work systems of state and governmental bodies for the prevention and confrontation of these harmful manifestations. It is necessary to strengthen the cohesion and cooperation between government authorities and political and mass organizations through comprehensive actions at the community level; and to contribute to eliminate the causes and conditions that favor the reproduction of antisocial and illicit behaviors.
Regardless of the firm decision to enforce the Law, either by persuasion or, ultimately, by the application of the established coercive measures, the conscious participation of everyone in this combat is unavoidable. This was oriented by Army General Raúl Castro Ruz during his speech at the First Ordinary Session of the 8th Legislature of the National Assembly of People's Power, on July 7, 2013: "It is high time that the workers' and peasants' collectives, students, youth, teachers and professors, our intellectuals and artists, journalists, religious entities, authorities, leaders and officials at every level, in short, all worthy Cubans, who undoubtedly constitute the majority, make it their duty to comply and enforce what is established, both in civic norms and in laws, provisions and regulations."
The leadership of the Revolution has reiterated the call to close ranks and to act with a firm hand, with firmness, with no lukewarm cloths or softness, and in accordance with the Law, as it has always acted against these criminal manifestations.
Our Commander-in-Chief Fidel Castro Ruz alerted us, since June 6, 1971, at the ceremony for the 10th anniversary of the Ministry of the Interior, that "the battle against antisocial and criminal activities must also be a battle of all the people". And six years later, he ratified it before the National Assembly of People's Power, when he expressed: "We have an enormous field: to fight without truce against all negligence, against all bureaucratic spirit, against all indolence, without truce, in the same way that we fight and we are fighting against delinquency".
