Havana, as the center of the political, economic and social life of the nation, urgently needs to finish concretizing and implementing its territorial development strategy with the aim of stimulating self-management, promoting alliances and taking advantage of the potential of its municipalities, and it must be in line with the government program to correct distortions and boost the economy.
This, as it was said this Wednesday in a working meeting of the member of the Political Bureau and Prime Minister, Manuel Marrero Cruz, with the government of the capital, will help the city to be transformed, grow, renew itself and solve vital issues for the population. On this path, it is essential to count on the municipality as a key actor for the necessary impulse.
The Head of Government reiterated that the territories have to assume the powers granted to them by the Constitution of the Republic, and they have to make decisions. These, he said, must be based on the development of the municipality, the implementation of the development strategy, the exploitation of the potential and the response to the problems of the population.
A topic of analysis in the meeting, conducted by Yanet Hernández Pérez, Governor of the capital, and accompanied by Liván Izquierdo Hernández, First Secretary of the Provincial Committee of the Party, was the investment plan, which is essentially destined to the construction of housing, as well as health, education and sports works.
Marrero Cruz pointed out that it is necessary to plan, establish priorities and optimize resources taking into account the best experiences. “We need the greatest rationality of budgets to do more, and in the work system there has to be a constant checkup; in addition, the work of the municipal administration councils is vital,” he insisted.
He called for the rescue of emblematic institutions such as the Expocuba fairgrounds, the Lenin Park, the Ernesto Che Guevara Pioneers' Palace, as well as the National Zoo, entities that have recreational potential with natural beauties, which are symbols of the city and highly demanded as learning and recreational spaces for children, adolescents and young people.
The Governor informed that she is working with the Ministry of Transportation to recover the train service to these sites. She also detailed ideas and studies for the rehabilitation of the Malecón and other surrounding areas, in which all forms of management of the economy will be able to participate, as directed by the Prime Minister.
Marrero Cruz called for a higher priority to be given to the completion of the staff and the preparation of the cadres in all the instances, to perfect the mechanisms to transform the situation of urban solid waste collection and to achieve sustainability in community hygiene, as well as to systematize the actions of price control.
