
The 4th International Congress JurisCuba aims to show the levels of scientific progress of the subsystems of normative creation, defense of rights, registry activity, notary, legal advice and legal assistance in Cuba.
At the inauguration of the event on February 4th, the head of the Ministry of Justice, Oscar Manuel Silvera Martínez, said that "law as a social science requires a precise and intelligent understanding of our reality. Otherwise, there is a risk of breaking with the stability generated by the legal system."
In this sense, the event -which will be held until February 7- will scientifically analyze several of the main branches of law that affect the legal transformations that the country has been implementing for several years. Science is present, for example, in the institutional processes related to computerization, interoperability and best practices in professional performance.
He highlighted that some 358 national delegates and 41 delegates from nine countries are participating in the Congress: Namibia, Spain, China, Russia, Germany, Italy, Mexico, the Bolivarian Republic of Venezuela and the Dominican Republic.
The scientific program proposes a rigorous sequence of participation by distinguished professionals from inside and outside the country, with fundamental topics such as notarial and registry matters, legal and legislative advice, protection of rights and guarantees, and the fulfillment of duties, among others.
During the inaugural day, topics related to legal security from the perspective of Ibero-American integration, the commercial role of the notary in the incorporation and operation of limited liability companies in Cuba, and how to manage international litigation were discussed.
Enrique Gil Botero, Secretary General of the Conference of Ministers of Justice of the Ibero-American Countries (Comjib) in his keynote speech referred to legal certainty and explained that it is an essential pillar for development.
He explained that "the certainty of the law is fundamentally translated into the possibility of prior knowledge by citizens of the legal consequences of their acts," while stressing that the publicity of the rules is fundamental to affirm legal certainty.

Administrative managers are not just paperworkers, we act as a bridge between citizens, the self-employed and entrepreneurs, ensuring that no one is left behind, explained Fernando Jesús Santiago Ollero, president of the Illustrious College of Administrative Managers of Madrid and of the General Council of Administrative Managers of Spain.
In his speech, he stated that, in the world, there is an increasing complexity of administrative obligations, which has put citizens and businessmen in a more vulnerable position in the face of administrative decisions.
"Administrative managers have become the first line of defense for citizens," he said.
