In compliance with agreements issued by the Plenary Sessions of the Party's Central Committee, the Government Program was developed to correct distortions and boost the economy, about which Political Bureau member and Prime Minister Manuel Marrero Cruz has provided information in successive regular sessions of the National Assembly of People's Power. This Program is available on the Presidency's website: www.presidencia.gob.cu. As explained, it is the guiding thread for advancing the gradual recovery of the economy and overcoming the complex situation we face.

The Party leadership decided to conduct a study and analysis of this program between November 15 and December 30 in all the Party's grassroots organizations, the UJC, the CTC and its unions, the ANAP, and the FEU. In the case of the FMC and the CDR, it will be carried out in the intermediate leadership structures and at the meeting of the Secretariat with grassroots leaders at the block and zone levels. It will also be done in the Municipal Assemblies of People's Power and in the management councils of national, provincial, and municipal entities.

A preparatory seminar was held by videoconference, in which cadres from provinces that were not affected by Hurricane Melissa participated.

This process responds to the political will to submit the Program to debate and collective construction, as an expression of participatory democracy and direct popular involvement in the development of the economy. It will be a favorable space for participants to make proposals with the aim of strengthening the Program and identifying, in each scenario, concrete ways to contribute to its implementation.

With an eye on the 9th Party Congress, this process of study and analysis will be an important step in ensuring that every leadership body, grassroots organization, activist, and Cuban citizen, wherever they may be, is in a better position to contribute to the search for solutions to reverse the country's situation.
