REGIONAL CONTEXT FOR THIS VII SUMMIT
Favorable environment for the consolidation of regional integration and unity, due to the rise of leftist or pro-progressive governments in Latin America and the Caribbean.
Persistent interest of the United States in reactivating the Monroe Doctrine, 200 years after its promulgation. Attempts to limit sovereignty and impose dominion over the destinies of the region.
The VII Summit will be marked by the return of Brazil to CELAC, after former president Jair Bolsonaro left the organization.
Events in Bolivia, Brazil and Peru.
CUBA'S ACHIEVEMENTS DURING ITS PRESIDENCY IN 2014:
- Strengthened Cuba's role in the regional and international arena.
- Achieved greater involvement of Caribbean countries in the Community's initiatives.
- Consolidated the isolation of U.S. policy towards Cuba.
- Thirty documents were approved: Havana Political Declaration, Havana Plan of Action and 28 special declarations on various topics.
- The Proclamation of Latin America and the Caribbean as a Zone of Peace was signed.
- The China-CELAC Forum was established, the most active in recent years, which has benefited the Member States.
CUBA'S MAIN OBJECTIVES AT THE VII SUMMIT
- To contribute to strengthen CELAC and increase its effectiveness as a mechanism for regional coordination and integration.
- To strengthen the recognition of CELAC as a genuine representative of Latin America and the Caribbean, and the only interlocutor that can speak on behalf of the region in the global context.
- To reaffirm the regional rejection of the blockade against Cuba and to achieve the approval of a Special Declaration on the subject.
- To consolidate the regional rejection of the arbitrary inclusion of Cuba in the list of countries allegedly sponsoring terrorism. And to achieve the adoption of a Special Declaration on Terrorism, which includes the issue.
- To achieve the adoption of a Special Declaration on Nuclear Disarmament.
- To promote the postulates of the Proclamation of Latin America and the Caribbean as a Zone of Peace.
- To preserve and strengthen regional unity in preparation for the CELAC-EU Summit to be held in Brussels in July.
- To ensure that the priorities of the Caribbean countries are duly included in the final documents.
- To hold bilateral meetings with other regional leaders on issues of common interest.
