On October 23, 2025, following a formal extradition request and by decision of the Cuban government, Chinese citizen Zhi Dong Zhang was handed over to the Mexican government authorities.
This individual had been detained in Cuba on July 31, 2025, for crimes committed in the national territory of document forgery and human trafficking, as provided for in the Cuban Penal Code, and was under the precautionary measure of provisional imprisonment.
He had been a fugitive from the Mexican authorities since July 2025, where he was serving a sentence for crimes related to international drug trafficking.
