
The First Secretary of the Central Committee of the Party and President of the Republic, Miguel Díaz-Canel Bermúdez, extended his sincerest congratulations to Comrade To Lam, General Secretary of the Communist Party of Vietnam, who was elected by the National Assembly as President of the Republic in a vote that reflected the unanimous support of the 495 deputies present.
The Cuban president also reaffirmed "the will and firm commitment to continue promoting the historic and special relations of brotherhood, solidarity and cooperation that unite our countries," he stated.
According to VNA, the new head of state took an oath of office pledging absolute loyalty to the Motherland, the people, and the Constitution, as well as to fully fulfill the responsibilities entrusted to him by the Party, the State, and the people.
To Lam is a professor of Security Sciences and holds a doctorate in Law. He served on the Party's Central Committee from the 11th to the 14th terms and on the Political Bureau from the 12th to the 14th terms. His previous positions include President of the country and Chairman of the National Security and Defense Council in 2024, Secretary of the Central Military Commission since August of that year, and Chairman of the Central Committee for the Prevention and Fighting of Corruption, Waste, and Other Negative Phenomena. He also served as a deputy in the 14th, 15th, and 16th legislatures.
For their part, the deputies also endorsed Vo Thi Anh Xuan, who will continue as Vice President of Vietnam.
As part of this new historical era for the country, Le Minh Hung was also elected Prime Minister, and he presented his government's priorities for the 2026-2031 term. Previously, the National Assembly unanimously re-elected Tran Thanh Man as Speaker of the legislature for the 16th session (2026-2031
