Electoral Law of July 13, 2019, Law No. 127, establishes that, once provincial governors and lieutenant governors are elected, they are sworn in by a designated representative of the Council of State and, upon completion of this act, the Provincial Council of People's Power is constituted.

In accordance with the above, and given the appointment of mayors by Municipal Assemblies of People's Power, the Council of State established that the swearing-in of governors and lieutenant governors, and the constitution of the Provincial Councils of People's Power, will take place throughout the nation on February 8, 2020, at 10:00 a.m.

Also designated were members of the Council of State who will preside these ceremonies.

Thus, once provincial governments are constituted, in accordance with stipulations in the Fourth Transitory Provision of the Constitution of the Republic of Cuba, Provincial Assemblies of People's Power will cease to function.
